It's not, but this should be documented.

Roughly:

This is a CLI tool, not a collection of functions (although the functions do exist)
Everything has been written from scratch
There are too many fundamental differences between the language ecosystems to do a straight port. Aside from being fundamentally different languages with different e.g. packaging philosophies, there are different "gaps" in the ecosystem that Python has compared to R.
I'm not really an R dev ultimately.
