Consider pre-commit meta hooks by default

Motivation
This might add some robustness. See here:

However, it's not obvious to me:
a) Whether this adds much value, compared to the intimidation of an unfamiliar config
b) whether it would even be correct with typically used hooks

Summary of desired enhancement
Make a decision about whether to include meta hooks by default.
