Nautobot v2.4.0 introduces a system job for bulk deletes in nautobot/nautobot#6568. GC will need to be updated to match this behavior?

After doing some testing, the Bulk Delete feature in Nautobot 2.4.0 does not break the ConfigCompliance Bulk Delete, but does cause inconsistent behavior.
