[Proposals] Proposal created twice after double confirmation in NEAR wallet

User is able to confirm twice same action which initiated the creation of two proposals at the same time, while blockchain returned only last one.

"I made proposals (submit news) on NEARWEEK. Regularly it needs to deposit 1 $NEAR for request and these deposits will be returned later. Yesterday I've been double charged due to double click the Approve Transaction button while it's loading. I contacted the NEARWEEK mod but they can't fix this technical issue.
