As a CA, let me configure named assessment trays

Currently, we can create assessment tray configs that are associated with resource types. We want to be be able to create named assessment tray configs which can be selected when making a post so that users can select what kind of assessments they want to allow other to make.

Because of the current state of of the config screen, you may make any design changes changes that improve the UX.
