We all know how financial cooperatives are dime a dozen in Nepal.
We all know how crushing and "hopeless" currency policies and existing solutions are too.

Could we not attempt to disrupt it?

I think we can. There exists tools/platforms and possibilities we can leverage like:

https://mifos.org
https://status.im
https://bancor.network
https://aragon.one

that has the potential to do exactly that.

What can we do exactly?

I have no clear idea so far. I hope this community can come up with something concrete we can act on.

I've been helping translate MifosX to Nepali here
https://translatewiki.net/wiki/Special:Translate?action=translate&group=out-mifos&language=ne&filter=%21translated

I have talked about this in status.im and bancor slack team.

I have talked about this in MifosX answer hub
http://mifos.cloud.answerhub.com/questions/1962/mifos-web-30.html?childToView=2019#answer-2019
