Separate HID concepts farther from AFK.State

Consider that someone might want to use AFK completely without the intent of using it as a HID keyboard. It should be possible to use all of AFK's non-HID functionality (Layers, MFA keys, and eventually, tap keys and macros), without the end result necessarily needing to be converted to HID reports.
