Individual-level characteristic enum;

Code to add/edit:

prob(hiv_pos) - like a RR - in update_infections, it will be a multiplier
update_PrEP - look at update_art for decision rules(Horacio's code)
- 1) alive and not already on PrEP
- 2) chance of being selected for PrEP
- 3) "perform" an HIV test (this is important for counting costs)
- 4) if negative, start PrEP
