[BUG] add the submission time using the pop-up window but still, the time is automatically getting converted to 12 hrs format which makes it difficult to distinguish between AM and PM

Describe the bug

When add the submission time in study dialog the time is automatically getting converted to 12 hrs format and time after noon e.g. 14:00 (2pm) is converted automaticaly to AM when focus is lost or date time picker is selected or any other action is done


. E.g. 14:00 (2pm) becomes 2:00 (2am), which makes it difficult to distinguish between AM and PM.
