[BUG] add the submission time using the pop-up window but still, the time is automatically getting converted to 12 hrs format which makes it difficult to distinguish between AM and PM #589

Describe the bug

When add the submission time in study dialog the time is automatically getting converted to 12 hrs format and time after noon e.g. 14:00 (2pm) is converted automaticaly to AM when focus is lost or date time picker is selected or any other action is done

. E.g. 14:00 (2pm) becomes 2:00 (2am), which makes it difficult to distinguish between AM and PM.
