Simon (and I think also Donovan) mentioned something to me while I was trying to resolve several different build errors. He told me that the build tools need to be in the same organization as the repo you are trying to build. When you create a project in Jenkins there is nothing preventing you from configuring the project owner to be different than the owner of its Shared Pipeline Library. Issue #33 is an enhancement issue requesting more flexibility here and it is still open. I am suggesting a note in the documentation while this constraint exists.
