Disable recovery key download for users.

Steps to reproduce

1. Login to Teampass with user
2. Download the recovery keys with that user

Expected behaviour

Tell us what should happen
In setting i would like to have option to disable recovery keys download for users. Because i don't trust users to save the recovery key.

Actual behaviour

Now every user must download recovery key, and save it on their PC if they don't what to have red download icon on top left corner
