County-level components: Show ward-level data for DC and at-large data for AK

Currently have a ticket to hide states that don't have county-level data: #218

If we have time later, revisit this:

• Show ward-level data for DC (which AP is reporting with level="ru")
• Show state-level for AK

Would require some data research, backend data script updates and frontend work to account for these. Would also need to generate a ward-level map for DC and a state-level (not county) map for AK
