v0.10.0 release proposal

大家好，v0.10.0 大致围绕：
1、单测类：提高单测覆盖率，接着v0.9.0版本的

说明下关于第一点的覆盖率，可以多人同时报名参与，不是说一个人报名了，其他人就不能报名了，因为可能需要拆分下

2、功能类：目前open的issue挑选一些，方便落地的，https://github.com/nutsdb/nutsdb/issues
3、性能类：关于有人提出提高db的启动时间（待选）

Hi everyone, v0.10.0 roughly revolves around:
1、Improve the single test coverage, and then the v0.9.0 version
2、Select some of the currently open issues, which are convenient for implementation,
3、About someone proposed to improve the startup time of db (to be selected)

The following is a part of the issue I selected：
