Digitize Panel - 404 Error #78

When trying to digitize features on Layer 1453, the adjacent map panel is not loading (see below).
.

Looking at the web inspector, the server is sending 404 errors for the tiles. Attached is the saved console log. It seems to be happening to more than just this layer, as I have tested with a couple.
