Disable Certificate Access

Description

Admins can generate certificates for users that have passed a given course. This feature allows admins to prevent users from being able to generate certificates for a given course while still allowing admins to generate these certificates from the user admin UI.

Implementation Considerations

The user-facing representation of the course model should not distinguish between a course with the certificates feature disabled and one where the feature is restricted to admins.
