  1. Add generic device; Initial support in portBLAS 

    * oneMKL Interfaces currently only supports known targets: Intel CPU/GPU, AMD GPU, Nvidia GPU
* This PR:
  * Enables a new generic target
  * Enables the generic target to use the portBLAS backend
  * Adds documentation
