Maturity model needs update and a plain-text version

At the moment, the ODF maturity model is available only in ODT and PDF forms. For easier collaborative maintenance and distribution, we should create a plain-text (e.g., Markdown) version, too.

Can we just remove all Red Hat items and keep:

Or even:

The Open Decision Framework Maturity Model is available under a Creative Commons Attribution ShareAlike 4.0 International license.

I think this is fine:

I also think we should maintain a longer, more detailed history of the project, perhaps in the README, but the copyright statement isn't really a place to do that.
