not sure how to debug this SSL error with opentelemetry-cpp from vcpkg

I'm using OpenTelemetry from vcpkg. I have instrumented a C++ app and when I run it against one OTel SSL endpoint from one vendor (Uptrace.dev), it works fine. To another vendor (New Relic), it fails with this error:

vcpkg/buildtrees/opentelemetry-cpp/src/v1.8.3-914f46d68d.clean/exporters/otlp/src/otlp_http_client.cc:213 [OTLP HTTP Client] Session state: connection failed.SSL connect error

Do you all have any suggestions on how to debug this kind of error? This is what code looks like for the exporter:

	opentelemetry::exporter::otlp::OtlpHttpExporterOptions opts;
	opts.url = "https://otlp.nr-data.net/v1/traces";
	opts.http_headers.insert({"api-key", "XXXX"});
	opts.console_debug = true;
	auto exporter = opentelemetry::exporter::otlp::OtlpHttpExporterFactory::Create(opts);

I'm not sure how to proceed at this moment.

FWIW, my vcpkg.json links OTel like this:

I updated to 1.9.1 and got:

/vcpkg/buildtrees/opentelemetry-cpp/src/v1.9.1-711a32e9e2.clean/exporters/otlp/src/otlp_http_client.cc:213 [OTLP HTTP Client] Session state: connection failed.SSL peer handshake failed, the server most likely requires a client certificate to connect
