Run tests using GitHub Actions

NOTE: Tests were added in https://github.com/opencdms/pyopencdms/pull/40

Tests are currently not running correctly on Windows due to an issue with the Windows version of git not supporting long path names by default: https://github.com/marvelous-benji/opencdms-test-data/runs/8290082308?check_suite_focus=true#step:2:368.
