We should use the MolSSI CMS cookiecutter to initialize the structure of this repo. This will make it easy to integrate CI, documentation, and development environments compliant with best practices.

@peastman : If you haven't used this before, @jaimergp (or potentially @Lnaden) can walk you through the process.
