CLI 0.16 SYS-1 causes policies to not be run

AT040.ods has some files in the package with a variety of compression methods that are not allowed. This generates a SYS-1 error, but then the profile is not being applied. Since this is a compliance issue, I would expect POL_2 as well.

Same issue for AT068.ods which is repackaged with invalid compressions.
