[Core] Create Linker between content profile format distribution and formats

Create a link rule that links content profiles given by C3PO and formats given by PRONOM

Use Entity data type create relationships between entities, create a "relatedEntity" entity in DictionaryItem to relate a content profile format distrobution item to a format. Create rules in the linking package and add them on ScoutManager init.
