move RHCOS to mount /boot by UUID #675

RHCOS should follow the same pattern that FCOS does and start mounting /boot by UUID.

This is a place-holder to understand what changes need to be made in order to enable this and any side-effects that need to be considered.

Looks like just a submodule bump will cover the change (see #678); the early testing seems to validate that the change is benign. We should be on alert for any failures after the switch to using UUIDs happens.
