Description of the enhancement

A new Service "CCI (Cloud Container Instance)" is released in region eu-de:
https://www.open-telekom-cloud.com/en/support/release-notes/cci-beta-release-in-eu-de

Please add terraform support for this product, API is available:
https://docs.otc.t-systems.com/cloud-container-instance/api-ref/
https://docs.otc.t-systems.com/cloud-container-instance/api-ref/proprietary_apis/index.html

Hi @uli-schneider, did you check our-prerequisites about new services? I didn't see any test reports about CCI.
