PIN explainer screen is displayed prior to the change PIN flow

Description of problem

The PIN explainer screen was introduced as part of the onboarding flow to better inform the wallet holder on the reasons for setting a PIN. This screen should only be shown during onboarding.

Expected behavior

Selecting settings --> change PIN should take the wallet user directly to the change PIN screen.

Steps to reproduce

1. Log into the wallet
2. Select change PIN from the setting menu.
