Install a commit template for every project like described here: https://github.com/nulab/commit-guidelines#commit-template

Why doing it at project level?

Because contributors may work on other projects which have different commit message standards and we don't want to interfere with them.

The commit message template must follow the guidelines described in openwisp/openwisp-docs#109.
