Надо обсудить с @orby-tech как будет считать лимит на пользование - по количеству выданных ивентов по запросу, по количеству запросов? Как-то иначе?

Стоит дождаться завершения #11 и #17 чтоб было вообще понятно, где эти лимиты хранить
