Document Kubecon Maintainer Track Submission Process

As an incubating CNCF project, the operator framework is provided with the opportunity to apply for a maintainer's track presentation at each Kubecon. As the operator framework moves towards a Federation Governance Model, more and more projects will be competing for a position to speak and highlight project status at each Kubecon.

The operator framework steering community should:

• document the process for members of the federation to speak at Kubecon.
• be involved with the general messaging the operator framework presents at each Kubecon.
• settle disputes as to which content is prioritized in the presentation.
• provide general guidance on utilization of the 35 minute presentation.
• provide default presentation templates.
