Symantec detecting winexe as a 'Potentially Unwanted Application' #1

Symantec this week have flagged winexe as a PUA - https://www.symantec.com/security_response/writeup.jsp?docid=2017-052903-4801-99&tabid=2

From the page:

Files that are detected as PUA.Winexe!g1 are considered malicious. If you have reason to believe that your files are incorrectly detected by Symantec products, you can submit them to Symantec Security Response for further analysis.

This is where 'false positives' can be submitted - https://submit.symantec.com/false_positive/ - we've tried to submit ourselves but Symantec is saying that they still consider this malicious which is a major headache.
