@Priii-13 No, we cannot start working on an issue till the time it isn't assigned to us by the Project Admin (PA).

Moreover, if you really feel that there's a genuine issue in a project and it doesn't exist/neither has been created by someone else before , you yourself can create a new issue, wait for the PA to assign it to you.
Also make sure that all the appropriate labels are assigned to you.
