Cannot re-install HF if base RTM install/uninstall was cancelled

We have a scenario where we have base setup and hot fix installed on top of it. When we try to uninstall the base setup and then try to cancel the setup, HF is not visible on control panel after cancelling the RTM uninstallation Process.

But the features (files and registry entries are not removed)

Steps to Reproduce:

1. Install RTM and then the HF1. See that RTM is shown on 'Control Panel > Programs and Features' and the HF is shown on 'Installed Updates'
2. Go to RTM in control Panel > Right click > Change. Then click on uninstall.
3. After the just start of uninstallation process, cancel the operation. Ensure the Process cancelled successfully.
4. Now check in Control panel. See that in 'Control Panel > Programs and Features', RTM is present.
5. Check in the 'Control Panel > Programs and Features > Installed Updates', HF1 is not shown.
6. Try to install HF1, it will show the messages that the newer version is already installed. (this validation error is thrown as the HF entries are still not removed)

Is this a behavior that is expected? and what steps need to be taken to reach a stable state. Can anyone please let us know how to proceed here?
