Anouncement notification-link URI invalid #143

The announcement centers notification-link is not complete, it should contain the absolute URL instead of just a relative path:

currently:

<a class="notification-link" href="/index.php/apps/announcementcenter/">Administrator announced “Integration Online Editing”

A valid link would be

Administrator announced “Integration Online Editing”
