Enabling files_texteditor disables integrity checks

Steps to reproduce:

• Install owncloud 9.0.0.19
• customize some files & images
• get a yellow warning box in 'files' and 'activity' when logged in as an admin saying
  There were problems with the code integrity check. More information…
• Admin screen shows an integrity check message:
  Some files have not passed the integrity check. Further information on how to resolve this issue can be found in our documentation. (List of invalid files… / Rescan…)
• enable files_texteditor

Incorrect behavior

• yellow integrity check warning box no longer appears
• Admin screen no longer shows integrity check warning

Expected behavior

• yellow warning box should still appear for admin users
• Admin screen should still show the integrity check message.
