[QA] Public link on a .txt file does not offer texteditor #386

Seen with 10.12.0-rc.3 and files_texteditor 2.5.0

Via web UI, create hello.txt in Documents folder, enter some lines.
create a public link with full edit permission on hello.txt
In a different browser session open the link:

Download is offered, but no editing via texteditor. BAD

Workaround:

Create a public link on the Documents folder, then hello.txt can be opened with the texteditor

Expected behavior:

according to https://github.com/owncloud/QA/blob/master/Server/Test_Plan_Files_Texteditor.md editing on a file link should work.
