Guest user can reshare via federated sharing, but not to another guest user

Seen with 0.12.4-rc.1

• Admin shares Photos with [email protected] and allows resharing.
• [email protected] receives an email, sets a password and can access the folder. OK
• [email protected] attempts to reshare to [email protected]:
  • federated sharing is offered.

I assume both, guest and federated re-sharing in the same (low) trust category.
If one is allowed, why not the other?

Not a regression. This is done on purpose starting with version 0.7.0, see #224. If the guest user [email protected] already exists then [email protected] will be able to reshare with him/her.
