While testing the rev C rework for the local Ignition link as per https://github.com/oxidecomputer/hardware-sidecar/issues/780#issuecomment-1485694761 the local Controller showed a message_version_invalid error for the unconnected link 0. See https://github.com/oxidecomputer/hardware-sidecar/issues/780#issuecomment-1505575498.

The expectation is that the receiver of an unconnected link never produces parser errors and thus that the link events for such a link are always 0.
