User Story
As a user, I want to be able to get resources from the internet and open installed projects/resources so that I can edit text I am translating and get the help I need while translating.

Description
Implement basic UI for Get Resources as described in the first picture in the "Get resources v1" section of the Figma design.

Blocked by #1290

Figma Design

Implementation idea

  • Implement the get resources button so that it opens up a dialog where users can install resources
  • Implement the ability to open an installed project or resource in the installed list as described in the Figma design (e.g. after user double clicks, or clicks an open button or open menu item)
  • Implement actions such as Get and Update in the installed list as seen in the Figma design
