bug: Create-palette doesn't run locally

Steps To Reproduce

1. Clone the repo https://github.com/penpot/penpot-plugins/tree/main
2. Run npm install
3. Run npm run build:plugins
4. Run `npm run start:plugin:palette

Expected behavior

Be able to connect to http://localhost:4305 to use the plugin

Actual behavior

Plugin is built. When I run npm start:plugin:palette, nothing happens and no url is proposed to click on, compared to other plugins.

Moreover, /app/create-palette-plugin/project.json seems to be emptier than other package.json plugin files.
