While fixing the issue over on the main pephub repo (pepkit/pephub#86), I am realizing that this repository structure is a tad out of date... the README no longer reflects the current state of the software, and we are also using a config.yaml file which is no longer utilized in pephub too.

Also, since we are storing PEPs in a database, having a file of PEPs locally in this repository is also no longer needed. The validation workflows are also not needed.

We need to update the dockerfile here to support the fact that the new pephub Dockerfile doesn't use the cli version of PEPhub: pepkit/pephub#133
