Bad location accuracy

What steps will reproduce the problem?
1. Everytime it's reproduced

What is the expected output? What do you see instead?
The expected is to find a good GPS signal and send it, but the result is a 
failure of 0,3~1,5 kilometers. It's not a device problem, because gmaps and 
copilot find exact location in 20~40 secs normally.

What version of the product are you using? On what operating system?
1.3 on Android 2.1
Device is a Samsung Galaxy Spica i5700
