Incubation questionaire

There are currently 2 questionaires given to us:

• https://wiki.osgeo.org/wiki/Incubator_Application_Questionnaire
• http://old.www.osgeo.org/incubator/process/application.html

The draft is going to be worked here:
https://github.com/pgRouting/admin/wiki/Incubation-application-questionaire

Once its finished a PR will be made to this repository with the questionnaire that incubation committee finally ask us, it will be sent to the incubation committee.
