fping is a program to send ICMP echo probes to network hosts, similar to ping, but much better performing when pinging multiple hosts. fping has a long long story: Roland Schemers did publish a first version of it in 1992 and it has established itself since then as a standard tool.

Can be used by turning it on in the phpIpam setting, improves ping performance a lot

Please remind me why do you need to add this symlink? (I guess phpipam is using /bin/fping and this is why, but please confirm).
Also, would you mind rewording a bit your PR (such as "Improve ICMP perfs by installing fping")?
I'll definitely merge it then.
