A couple reviews, probably the same review edited (the first no longer exists, I got it through email), describe what may be the same issue with Voice Notify speaking during Quiet Time. Both are translated from Italian by Google.

Intuitive and easy to use app. The only flaw found is the repetition of the notification with the screen off that does not respect the selected time. It would also be advisable for the time to be expressed in seconds and not minutes, it would be used for notifications of a certain urgency. Still, it's a great app.

Great. It does what a notification app should do. The possibility of silencing it by shaking the terminal is also appreciable. The only problem: despite activation being set from 12 to 18, occasionally it wakes me up at night declaiming all the percentages of the current Whatsapp backup for 5 minutes!!

I've so far been unable to reproduce and I don't see how it might be happening in code. I tested TTS Repeat with a notification created and repeated at least once prior to the start of Quiet Time, after which it did not speak.
