Is your feature request related to a problem?

At present, when a changefeed is in failed state and exceeds gc-ttl limit, it cannot be resumed. And we can only remove and recreate that changefeed from scratch.

Describe the feature you'd like

Allow overwriting checkpoint ts when we try to resume a changefeed.

This issue is resolved in #6020
