Confusing data set version labels

The version labels for the Barley assemblies are unclear.

We have

• IBSC_PGSB_v2 which is the 2016/2017 assembly - here we follow Following Ensembl plants IBSC v2, INSDC Assembly GCA_901482405.1, Apr 2017 https://www.nature.com/articles/nature22043
• Morex_V2 which is the 2019 TRITEX assembly https://genomebiology.biomedcentral.com/articles/10.1186/s13059-019-1899-5

Both are Morex and since the older one is the first psudochromosome-scale assembly we will re-label it Morex_V1 and keep the original label in meta.

• update input definitions
• update/add functionality to pass arbitrary info to meta
• update IBSC_PGSB_v2 and associated aliases in hosted DBs
• re-run pig workflow
• pig release
