Mirror required operator catalogs into artifactory (for openshift gitops and cert-manager)

Success Criteria:

• The openshift-gitops and cert-manager operators are in RTX Artifactory
• There is a catalog index image in RTX Artifactory that OLM will be able to use to install the Operators

Notes:

• Core operators used to install OpenShift (like ClusterVersionOperator) are out of scope because ARO has an internal ACR registry that serves those
• We could use oc-mirror to do this work

Managed to create a working oc-mirror config for cert-manager and openshift gitops operators. Images are mirrored up to our test ARO nexus.

Currently waiting on permission to run a Linux VM or access to one in order to copy images from Nexus to customer ARO artifactory.
