Allow for global runtime config for Mimir/Loki/Tempo

Currently it is possible to add tenant limit overrides for Mimir. However, there are other runtime overrides that can be se that aren't related to a tenant directly. We need to add the types for these into the Config CRD, and then have the controllers add those to the runtime ConfigMap alongside the tenant limit overrides.
