Expected or Desired Behavior

Modernization Scanner need allow to run in sites collection that exceed the amount pages on SitePages over than 5000 pages.

Steps to Reproduce

To reproduce try to run the modernization scanner in sites that exceed amount pages over than 5000 pages.
