My Issue is not bug , rather question on permission required for moderning the sites. Especially when connecting site to Group. During my script execution . Encountered the following error: " The user cannot create group in this tenant instance"

But i am able to connect group through SharePoint UI, but script fails to connect group. The account has SPOADMIN privileges and been added to allowgroupcreation group (restricted to all users). Any Idea?
