Feature Analysis: Support full geometry returns for SWOT lake data

SWOT Lake data contains very large polygons that cannot be stored in DynamoDB, details in #210.

We need to determine the architectural changes required to store and retrieve the full geometries for lake polygons.
Potential options include compressing the geometries, or storing them in a different location like S3

This will support both the prior lake data as well as the unassigned lakes.
